Poor animal welfare in Spain

Spain is a nice country to escape ice and cold, but impossible to live in because no knowledge of animal behaving, needs or respect or LAW for animal welfare. Painful to see unwise pet treatment, everyday and everywhere. I will spend winters in Australia in future! There is a good order and cognition, people are aware.
